US bank scheduling call to make offer?

Recruiter from US bank reached out in the final stages to schedule a call on hiring managers decision. I am thinking/hoping this is an offer but don’t want to get my hopes up for nothing. It is a 45 minute call. I can’t think they are blocking off 45 minutes to reject someone. But want to see what others think. Thanks
