Job taking over two months to send contract/ written offer

Hi all, I (22) got my first full time job offer in advertising back at the beginning of may through a verbal offer over the phone. The HR manager offered me a position but said there might be delays in getting the contract together due to a large company merger. The intended start date was June 5th but fast forward to now and I haven’t received any written offer or contract. I’ve followed up twice but both times they’ve just said they still would love to move forward with my application and will update as soon as they can on contract timelines. Has anyone experienced something similar? I can’t tell if it’s a massive red flag, and while I’ve been applying for other jobs I’ve had no luck. Feeling super frustrated so any advice would be greatly appreciated, do I just give up on this company :/
