2 weeks semi-silence after clearing final round for new team at global elite fund - Normal global sign-off drag or soft hold?

The firm is building new team with multiple members (mix of seniors and mid level engineers). I cleared 3 technical rounds across the globe within 2 weeks (and had 2 days turnaround feedback, which I think is a good sign). Few days later (after my third round), recruiter messaged me and said the client is comparing to other candidates for now and asked if I have other ongoing processes. I replied that I do (in fact I’m in advanced stages with another quant fund and completed 5 technical rounds there). She said she will try to get feedback by end of that week. Then week after, she messaged me and asked for any updates (the client was asking), and I said I’ve finished onsite superday; few hours later they invited me to the final cultural fit round next day. It’s already 2 weeks since that call, recruiter is still messaging me and asks if any offers yet on my side, and we have back and forth messaging “any updates?”, “any offers?”, “any updates from the client”. Also the feedback dates were slipped few times. Small note: there is a global time friction as the hiring team, recruiter and me are in completely different timezones and continents. Is a 10–14 day delay after a final executive round normal for elite global funds when building out a new team (global sign-offs, global comp committee, global alignment)? Or am I likely on a "reserve list" while they wait on another candidate's response?
