Technical Officer - Case Management (TO-CM)

Job Context:

Breaking the Silence is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 October 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children and women. The organization is implementing a project named ‘Protection-Centred and Locally Driven Response for Rohingya Refugees in Cox’s Bazar [PCLDRR] in Ukhiya and Teknaf Rohigya Camp under Cox’s Bazar district. The project is implemented by the support of ‘International Rescue Committee (IRC)’ and financed by ‘DFAT’. BTS is going to recruit the ‘Technical Officer - Case Management’ for the mentioned project and the position’s desk office will be at Ukhiya Upazila in Cox’s Bazar.

Job Description / Responsibilities: 

The Technical Officer - Case Management (TO-CM) will support responses for children vulnerable to abuse, exploitation, neglect, and violence, including unaccompanied and separated children and CAFAAG. He will oversee and support case workers within integrated teams to identify, assess, and refer children in need of protection to appropriate services, ensuring technical guidance and supervision throughout the case management process. The role of mandatory requires a minimum of four years of experience implementing child protection programs, with a strong focus on case management in humanitarian settings. The Technical Officer - Case Management (TO-CM) will support the Project in establishing child protection case management interventions and strengthening existing responses for children at risk or experiencing abuse, neglect, violence, and exploitation, including unaccompanied and separated children.

Position Objectives:

Ensure timely identification, assessment, and case management of children harmed or at risk of harm, including unaccompanied & separated children and CAFAAG.

Mentor and provide technical supervision to case workers, ensuring quality service delivery and adherence to global child protection standards.

Develop and oversee the implementation of daily field activities, both during emergency deployments and in non-emergency settings.

Collaborate with other case management actors to effectively manage caseloads, ensure timely referrals, and strengthen inter-agency coordination.

Role Dimensions:

This position requires to coordinate with Project Coordinator, Case Worker and Assist. MIS Officer to provide technical support as well as capacity building to ensure an integrated Case Management service for the most vulnerable children for their safe return to family. The position also requires to coordinate with different GoB department, UN Agency, Child Protection actors, CP-case Management Actors, CBCPC and Service Providers in working locations.

Job Location: Ukhiya and Teknaf Rohigya Camp under Cox’s Bazar district

KEY AREAS OF RESPONSIBILITIES:

Core Technical Expertise and Responsibilities:

• Strong understanding of case management processes, including identification, assessment, case planning, referral, follow-up, and case closure.
• Familiarity with global and contextualized child protection case management guidelines (e.g., Inter-Agency Guidelines on Case Management and Child Protection and DSS guideline).
• Knowledge of principles such as the best interests of the child, confidentiality, informed consent, and a survivor-centered approach.
• Working knowledge of the Minimum Standards for Child Protection in Humanitarian Action (CPMS).
• Understanding of the IASC Guidelines on PFA, PSS, Mental Health and Psychosocial Support (MHPSS).
• Proficiency in implementing child safeguarding policies and protocols to prevent and respond to abuse, exploitation, neglect, and violence.
• Expertise in integrating psychosocial support into case management to ensure the emotional well-being of children and families.
• Familiarity with gender-responsive and inclusive programming to address the specific needs of girls, boys, and children with disabilities.
• Strong understanding of Gender-Based Violence (GBV) risk mitigation and referral pathways.
• Expertise in establishing and maintaining service maps and referral pathways for essential services (health, education, legal aid, livelihoods, MHPSS, GBV, etc.).
• Proficiency in using child protection case management information systems (e.g., CPIMS+, ComCare, Primero, Kobo & advance level Excel), including maintaining data confidentiality and DPISP protocols.

Staff Supervision & Development:

• Provide direct supervision of six case workers, ensuring accountability and high-quality service delivery.
• Oversee timely completion and submission of administrative documents such as timesheets, probation reviews, and performance evaluations.
• Facilitate capacity-building opportunities for case workers, including technical training, mentorship, and professional development.

Coordination & Representation:

• Develop and maintain effective working relationships with case management actors, including government actors, UN agencies, NGOs, and other stakeholders.
• Regularly attend field-level case management and coordination meetings.
• Act as the camp focal point for the organization, representing the program in relevant forums.

Monitoring

• Support regular field monitoring visits to ensure activities are implemented as planned and modifications are made when necessary.
• Collaborate with the MEAL team to maintain and update data for case management activities.
• Provide regular staff activity reports and analyze case management trends to improve program delivery.

Key Working Relationships:

Position Reports to: Project Coordinator, Position directly supervises: caseworkers

Others: Be able and willing to respond to Child Protection or emergency situations, when needed and any other task assigned by Supervisor and /or Senior Management of BTS.

Tenure of Services Contract:

3 (Three) months probation period. After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project’s lifetime.
