About this course

Public procurement is how government spends a very large share of its budget: infrastructure, goods, services and consultancy. It is governed by the **Public Procurement Act, 2006** and the **Public Procurement Rules, 2008**, and virtually every government officer applies them at some point — approving a purchase, chairing an evaluation committee, managing a contract or answering an audit query. It is also the area where officers most often get into difficulty, because the rules are detailed, the sums are large, and the pressure is real. An officer who knows the rules can say no with confidence and a citation; one who does not is exposed. For candidates, procurement is an unusual opportunity: it appears in written papers and vivas for administration, audit, finance and technical cadres, and almost nobody prepares it. A few hours of study produces answers that stand out immediately.
