About this course
"Ethics, Values and Good Governance" carries **10 marks** in the BCS preliminary examination, and its themes recur in the Bangladesh Affairs written paper and, decisively, in the viva. It is the smallest section in the syllabus and among the most scoring: the material is finite, conceptual and repeats across years. It is also the section that matters most after the exam. A civil servant's daily work is a chain of judgements about fairness, transparency and the public interest. The concepts here — accountability, rule of law, integrity, conflict of interest — describe the actual conditions of the job. This course covers the conceptual vocabulary, the principles of good governance, Bangladesh's legal and institutional framework (the Conduct Rules, the Right to Information Act 2009, the Anti-Corruption Commission, the National Integrity Strategy), the tools of citizen-centred administration, and the reasoning method for ethical dilemmas.
