Project Manager / Administrator

ORGANIZATIONAL CONTEXT & OVERVIEW

Impact Foundation Bangladesh, a pioneer organization dedicated to the prevention of disability, reduction of malnutrition, and alleviation of poverty, is seeking a competent and dedicated leader for the IMPACT 'Jibon Tari' Floating Hospital. This position is a residential and unaccompanied on-board role responsible for leading operational management, staff supervision, healthcare service delivery, maritime navigation planning, community outreach, and administrative/financial oversight of the floating hospital project.

KEY RESPONSIBILITIES & SCOPE OF DUTIES

• Project Design & Activity Planning: Collaborate with 'Jibon Tari' staff, Director Programme, Director Finance & Admin, and the CEO to detail, plan, and execute project activities in alignment with approved project proposals.

• Staff Supervision & Operations Management: Assign daily duties, supervise all medical and non-medical hospital staff, and ensure smooth, efficient, and compassionate service delivery on board.

• Medical Procurement & Inventory Control: Oversee timely procurement of medicines, surgical accessories, medical equipment, and essential hospital supplies in consultation with senior medical officers and program leadership.

• Asset Maintenance & Fleet Upkeep: Ensure regular maintenance, timely repair, and structural renovation of floating hospital machinery, medical equipment, furniture, and movable/immovable vessel assets.

• Capacity Building & Training Needs: Assess training needs of medical and non-medical staff members and coordinate approved professional development sessions through the CEO.

• Community Outreach & Media Publicity: Plan and execute publicity campaigns via local media and community networks to inform surrounding populations—especially women—about upcoming healthcare services and clinical visits.

• Stakeholder & Government Relations: Organize strategic meetings with local administration, government health officials, and community leaders at each mooring site to secure institutional support.

• Volunteer Medical Staff Management: Determine requirements for volunteer doctors, nurses, and medical specialists, prepare their Terms of Reference (ToR), and manage their onboarding and clinical integration.

• Reporting & Financial Control: Prepare comprehensive monthly, quarterly, half-yearly, and annual project reports, manage day-to-day expenditures, oversee financial transactions, and draft annual project budgets.

• Navigation & Mooring Site Planning: Study river routes, navigation channels, and mooring locations in advance with technical experts and maritime authorities to guarantee safe travel and vessel positioning.

WORKPLACE CONDITIONS 

• Workplace Type: Residential & Unaccompanied deployment on board the IMPACT 'Jibon Tari' Floating Hospital.

• Primary Station & Operations: Narayanganj base with travel across designated riverine routes.

 

KEY REQUIREMENTS & TECHNICAL COMPETENCIES

• Educational Qualification: Master's degree in any discipline (Public Health, Healthcare Management, Social Sciences, Business Administration, or relevant field preferred).

• Professional Experience: At least 10 years of proven experience in project coordination, healthcare administration, non-profit program development, or maritime/field project management.

• Core Skills & Expertise: Project Support, Non-Profit Program Development, Small Boat Operations & Vessel Logistics, Onsite-Offshore Coordination, Volunteer Recruitment & ToR Management, and Non-Profit Board/Stakeholder Engagement.

• Operational Flexibility: Willingness to work full-time in a residential, unaccompanied environment on board the floating vessel across various riverine locations in Bangladesh.

• Interpersonal & Leadership: Exceptional leadership, crisis management, multi-stakeholder negotiation, public relations, and cross-functional team coordination skills.
