Position Overview:

The Procurement Specialist will be responsible for planning, coordinating, and executing end-to-end procurement activities for YC’s corporate operations and consulting projects. The role ensures timely, transparent, cost-effective, and compliant sourcing of goods, works, services, technical experts, and sub-consultants required for project implementation and organizational operations.

The successful candidate will work closely with management, project teams, finance, administration, consultants, vendors, and other stakeholders to identify requirements, source qualified suppliers, obtain and evaluate quotations/proposals, negotiate commercial terms, and ensure timely delivery and proper documentation.

Key Responsibilities:

• Plan and manage the end-to-end procurement life cycle for goods, works, services, technical services, external subject-matter experts, and sub-consultants required for consulting, advisory, research, training, and corporate activities.
• Prepare and issue Requests for Quotations (RFQs), Requests for Proposals (RFPs), tender documents, bid solicitations, and other procurement correspondence in accordance with YC policies and applicable client/project requirements.
• Conduct market research and identify, pre-qualify, evaluate, and maintain relationships with reliable suppliers, service providers, consultants, contractors, and specialist vendors.
• Evaluate quotations and technical/commercial proposals based on price, quality, capability, delivery, compliance, and overall value for money; prepare comparative statements and bid evaluation reports for management review.
• Lead or support commercial negotiations covering pricing, payment terms, delivery schedules, warranties, service levels, and contractual conditions.
• Ensure all procurement activities comply with YC policies, applicable national regulatory requirements, and relevant client, institutional, or donor procurement guidelines.
• Maintain and regularly update an approved vendor/supplier database, supplier documentation, and vendor performance records.
• Prepare and administer purchase orders, work orders, contracts, agreements, and other procurement-related documentation.
• Monitor vendor and sub-consultant performance, verify deliverables, track delivery schedules, and coordinate with project teams and finance for invoice verification and timely payment processing.
• Maintain accurate, complete, and well-organized procurement records and tracking logs to support management reporting, project monitoring, audits, and compliance requirements.
• Coordinate with project managers, technical experts, administration, and finance to align procurement activities with project work plans, budgets, and delivery timelines.
• Identify opportunities for cost optimization, supplier development, process improvement, and efficient procurement practices.
