Opportunity for International Monitoring, Evaluation & MRV Specialist (Climate Change & Transport Sector) - International

We are seeking an experienced Monitoring, Evaluation, and Measurement, Reporting & Verification (MRV) Specialist to support the development of a Climate Change Strategy for the Road Transport Sector under an international development assignment.

Key Qualifications

✅ Master's degree or higher in Environmental Economics, Statistics, Public Policy, Climate Change, Environmental Science, Transport Planning, or a related discipline.

✅ At least 10 years of professional experience in:

• Monitoring & Evaluation (M&E) systems
• Greenhouse Gas (GHG) accounting and emissions inventories
• Measurement, Reporting & Verification (MRV) frameworks
• Climate change, transport, infrastructure, or related sectors

✅ Demonstrated expertise in:

• Developing GHG baselines and emissions reduction assessments
• Designing national and sectoral MRV systems
• Establishing NDC-aligned performance indicators
• Climate finance monitoring and tracking mechanisms
• Institutional strengthening and government capacity building
• National climate reporting and implementation monitoring

Scope of Work

The selected specialist will lead the development of:

🔹 Transport-sector GHG baseline methodologies and inventories

🔹 MRV framework aligned with national climate commitments and NDC targets

🔹 Monitoring and evaluation indicators for strategy implementation

🔹 Climate finance tracking and reporting mechanisms

🔹 Institutional arrangements and capacity-building frameworks to support long-term implementation

Preferred Experience

Experience with ADB, World Bank, UN Agencies, GCF, GIZ, SLoCaT, ITDP, UNEP, UNDP, or similar international organizations will be highly valued.
