Business Development Executive

Identify and develop new business opportunities in domestic and international donor-funded engineering and architectural consultancy markets.

Track procurement plans, country partnership strategies and loan approvals to build a 24-month forward pipeline not published tenders alone.

Monitor and screen tenders, RFPs and EOIs daily across e-GP and donor procurement portals, and shortlist only opportunities meeting defined eligibility criteria.

Prepare and submit EOIs, technical and financial proposals, quotations and prequalification documents to client and donor formats, and follow up through to award.

Ensure full compliance with PPA 2006 / PPR 2008 for domestic tenders, and with JICA, ADB and World Bank consultant selection guidelines for donor-funded packages.

Maintain the firm's registrations and consultant profiles on e-GP, ADB DACON, UNGM and other agency portals.

Conduct market and competitor research covering executing agencies, decision-makers, incumbent consultants, award history and pricing benchmarks.

Carry out Go/No-Go assessment on each opportunity and recommend the firm's role — Lead Firm, JV Partner, Sub-consultant or No-Bid.

Develop partnerships and association/JV agreements with international lead firms and local consultants ahead of tender publication.

Coordinate with technical and management teams on methodology, staffing schedules and key expert CVs; review tender documents and draft contracts against FIDIC conditions and flag risks.

Maintain the business development database ; funding agencies, clients, leads, project references, expert CV bank and pursuit history.

Use AI tools for tender screening, translation of non-English notices, ToR compliance matrices, CV matching and draft proposal content — with mandatory human verification of all factual content.

Achieve assigned business development targets and build strong relationships with clients, funding agencies, consultants and business partners.
