Opening of the International selection competition procedure for the hiring of a PhD holder under Articles 18 and 20 of Decree-Law no. 57/2016, of August 29, as amended by Law No. 57/2017, of July 19

Pursuant to the provisions of Article 11, paragraph 2, of Decree-Law No. 57/2016, of August 29, it is hereby made public that, by order of the Director of the Faculty of Medical Sciences | NOVA Medical School (FCM|NMS) of Universidade NOVA de Lisboa, Professor Pedro Póvoa, dated 7 August 2026 , the opening of an international selection competition procedure was authorized for the completion of a PhD holder job vacancy for the exercise of scientific research activities, under the funding project « UID/06291/2025 – CHRC BASE with an expected duration until thirty one of December two thousand and twenty-six, which may be extended by decision of the funding entity FCT (Foundation for Science and Technology, I. P. – FCT, I. P.) , under an uncertain fixed-term employment contract, under the Labor Code, and for the duration stipulated in Decree-Law 57/2016, of 29 August, as amended by Law 57/2017, of 19 July, at the Faculty of Medical Sciences|NOVA Medical School of NOVA University Lisbon.

The monthly salary corresponds to the 2nd level of remuneration step 38 of the Single Remuneration Table (TRU), equivalent to TRU 38, under the terms of Article 2 of Regulatory Decree 11-A/2017, of 29 December.

1 – Position Description

The work as PhD holder in the scope of the project UID/06291/2025 – CHRC BASE is intended to perform the following functions:

a) Identify and assess technology-based innovations, research outcomes and specialised knowledge generated within the CHRC community;

b) Develop tailored commercialisation and valorisation strategies for identified technologies, in collaboration with CHRC researchers and partner organisations.

c) Manage the CHRC portfolio of technologies and expertise, ensuring systematic monitoring of the various stages of development, market potential evolution, and opportunities for strategic collaboration;

d) Manage the intellectual property assets of the CHRC community in accordance with applicable institutional policies, including support for the protection, maintenance and valorisation of patents, copyrights and other intangible assets;

e) Support CHRC researchers in the preparation and submission of innovation funding applications;

f) Foster collaboration between the CHRC scientific community and industry, funding bodies, and other stakeholders within the innovation ecosystem;

g) Contribute to the development and review of internal policies and procedures relating to technology transfer and the economic valorisation of research outcomes, ensuring alignment with sector best practice and the applicable legal and regulatory framework;

h) Prepare periodic reports on the activities of the office, including performance indicators relating to technology identification, funding applications supported, agreements executed, and valorisation outcomes achieved.

2 – Place of Work

The workplace is located on Faculdade de Ciências Médicas|NOVA Medical School (FCM|NMS), Universidade NOVA de Lisboa (UNL), at Campo dos Mártires da Pátria, 130, 1169 -056 Lisboa.

3 – Requirements of the Application

a) Candidates may be Portuguese nationals, foreigners and stateless persons, who hold a PhD degree in Health Sciences, Biomedical Sciences, Biotechnology, Bioengineering, and Innovation Management or related fields, with a scientific and professional curriculum that demonstrates an appropriate profile for the activities to be carried out.

Candidates holding qualifications obtained abroad must provide proof of recognition, equivalence, or registration of the PhD degree, under the applicable legislation. This requirement must be fulfilled before the date of the employment contract.

4 – Application Submission

4.1. Applications must include the following documents:

i) Motivation Letter;

ii) Detailed curriculum vitae in accordance with the application requirements;

iii) Copy of doctoral certificate or diploma.

a. Completion of the required degree – if the applicant has already completed the required academic degree but does not yet hold the respective official certificate or proof, a declaration under oath may be submitted at the time of application, committing to provide the certificate by the date of contract execution;

b. Recognition of foreign degrees – if the qualification was awarded by a foreign higher education institution, it must be recognized by a Portuguese higher education institution, in accordance with Decree-Law no. 66/2018, of 16 August. In the absence of such recognition at the time of application, a declaration under oath may be submitted, committing to provide the recognition by the date of contract execution.

All legally required formalities must be fully completed by that date, under penalty of ineligibility for contracting;

vi) A completed application form;

v) Other documents relevant to the assessment of the adequacy of the requested profile.

4.2. The Curriculum Vitae must include:

a) The full name of the candidate;

b) All relevant information for the assessment of the application considering the selection criteria set out in this Notice. It is recommended that the CV be organized according to the evaluation criteria listed below.

4.3. The application form, which is mandatory, must be fully completed, dated, and signed. It is available at: https://www.nms.unl.pt/pt-pt/faculdade/junte-se-anms/recrutamento?category=4346 .

4.3. Applications, written in Portuguese or English, along with the required documents, must be submitted within 10 working days from the day following the publication of this Notice in the Diário da República. Applications should be sent via email, referencing the job title in the subject line, to the following address: recrutamento.investigacao@nms.unl.pt .

The application deadline is at 24:00 (midnight, Portugal time) on the last day of the submission period.

4.4. Failure to comply with the application submission deadline, as well as the failure to submit or the late submission of the documents mentioned in the above points, will result in exclusion from the process. The decision of exclusion will be communicated to candidates via email for the purpose of conducting a hearing of the interested parties, in accordance with Articles 121 and following of the Administrative Procedure Code (CPA).

False statements made by candidates will be penalized under the law. Once the deadline for exercising the right to a hearing has expired, the Jury will consider the arguments presented and, if it upholds the exclusion decision, will notify the excluded candidates via email, initiating the application of the selection methods to the admitted candidates.

5 – Selection Methods

5.1. The selection methods are the assessment of the « scientific and curricular path » weighted at 90% and a « professional selection interview» weighted at 10%.

5.2. The application of the selection methods will be phased as outlined below.

5.3. The evaluation of the « scientific and curricular path » will focus on the relevance, quality, timeliness, specific knowledge, and proven experience based on the submitted documents, according to the following criteria:

a) Experience in the strategic management of intellectual property portfolios in higher education and research institutions, including technology assessment, protection of intellectual assets, definition of valorisation strategies, and monitoring of national and international patenting processes – 35%;

b) Experience in the structuring and negotiation of collaboration instruments between academia, industry, funding entities and investors, including licensing agreements, technology transfer, collaborative research, consortia, and intellectual property management – 25%;

c) Experience in the definition and implementation of knowledge valorisation and translational health innovation strategies, including the creation of spin-offs, development of technology maturation roadmaps, securing proof-of-concept funding, and supporting the market entry of technologies – 20%;

d)Academic and professional background demonstrating complementary experience in scientific research, bioengineering, biotechnology, or technological development in academic and business contexts, promoting the connection between science, innovation and socio-economic impact – 10%;

e) Relevant participation in international networks, training programmes, institutional initiatives, and projects for the development of innovation and knowledge valorisation ecosystems, as well as associated scientific output and inventive activity – 10%.

5.4. The evaluation of the « scientific and curricular path » is expressed on a numerical scale from 0 to 20.

5.5. The evaluation process includes a "professional selection interview," aiming to gather clarifications and explanations regarding the elements contained in the application.

5.6. In the « professional selection interview», which lasts up to 20 minutes, the following parameters and evaluation criteria will be applied:

a) Candidate motivation (50%) based on the following criteria:

I. Demonstrated interest in the development of innovation and knowledge valorisation activities within an academic health research environment – 25%.

II. Availability, autonomy, and the ability to manage multiple initiatives and stakeholders simultaneously – 15%.

III. Leadership skills and the ability to work effectively within multidisciplinary teams – 10%.

b) Overall assessment (AG) (50%) based on the following criteria:

I. Knowledge of mechanisms for knowledge valorisation, intellectual property protection, and technology transfer in the healthcare sector – 30%.

II. Ability to define translational and clinical research strategies, promoting knowledge valorisation, transfer to clinical practice, and maximising the scientific, economic and societal impact of health research outcomes – 10%.

III. Experience in interacting with researchers, companies, investors, and funding organisations – 5%.

IV. Oral communication, negotiation, and institutional representation skills in national and international contexts – 5%.

5.7. The evaluation of the « professional selection interview» is expressed on a numerical scale from 0 to 20 points.

5.8. The evaluation method using a « professional selection interview» may be waived by unanimous and duly justified decision of the Jury, in which case the evaluation of the « scientific and curricular path » will have a weighting of 100%.

5.9. The Jury deliberates through a justified nominal vote in accordance with the evaluation criteria, and abstentions are not permitted.

5.10. Each candidate's score is determined by the average of the scores assigned by each Jury member. In the event of a tie, the tie-breaking decision will rest with the President of the Jury.

5.11. Without prejudice to the provisions of the previous paragraph, under the terms of Decree-Law 29/2001, of 3 February, candidates with disabilities are given preference in the event of equal classification, which prevails over any other legal preference. Candidates must declare in the motivation letter, under oath, the degree of disability, type of disability, and the means of communication/expression to be used in the selection process.

6 – Selection Commitee

In accordance with Article 13 of Decree-Law 57/2016, of 29 August, the Jury is composed as follows:

2nd Effective Member: Cátia Gonçalves, Junior Researcher, Faculdade de Ciências Médicas|NOVA Medical School, Universidade NOVA de Lisboa;

1st Substitute Member: Lúcia Domingues, Assistant Professor, Faculdade de Ciências Médicas|NOVA Medical School, Universidade NOVA de Lisboa;

2nd Substitute Member: Nuno Mendonça, Assistant Researcher, Faculdade de Ciências Médicas|NOVA Medical School, Universidade NOVA de Lisboa.

The Jury's deliberations are taken by reasoned nominal vote in accordance with the selection criteria adopted and disclosed, with no abstentions allowed.

7 – participation of Interested parties and Decision

7.1. The draft ranking list is notified to candidates by email, for comments as part of the hearing process, in accordance with Article 121 and following of the Administrative Procedure Code.

7.2. After the hearing period, the Jury reviews the arguments presented and approves the final ranking list of approved candidates.

7.3. The final decision of the Jury is ratified by the Director of FCM|NMS, who is also responsible for the hiring decision.

8 – Publication Of The Notice

8.1. This Notice is published on the Public Employment Exchange, at www.bep.gov.pt , on the first business day following its publication in the Diário da República, as well as on the Euraxess website https://euraxess.ec.europa.eu/ and the NOVA Medical School website.

8.2. In all matters not expressly provided for in this Notice, the competition procedure is governed by the provisions of Decree-Law 57/2016, of 29 August, amended by Law 57/2017 of 19 July, Regulatory Decree 11A/2017, of 29 December, the Constitution of the Portuguese Republic, and the Administrative Procedure Code.
